Mobile Portability: TIM Leads in Outgoing Lines Percentage, WINDTRE in Incoming Lines

The mobile phone market is closely linked to how easily users can change operators, allowing them to switch to a more advantageous rate and avoid price increases due to sudden adjustments. An interesting analysis by MondoMobileWeb summarizes the market trends, looking into the changes in number portability requests throughout 2025.

How the Market Changes with Portability

The chart below reveals some clear insights. TIM is the infrastructure operator (with proprietary network) that records the highest percentage of outgoing lines, accounting for 23.7% of all portability actions conducted in 2025. In this ranking, TIM is followed by WINDTRE (21.5%) and Vodafone (16.4%). Iliad, increasingly becoming a market benchmark, exhibits a completely different trend compared to the three previously mentioned operators, with an incoming line percentage (15.4%) that surpasses the outgoing percentage (12.8%). However, among the four operators, it is WINDTRE that records the highest percentage of incoming lines (22.4%).

Regarding the other operators, a category that still includes Fastweb (the Observatory relies on AGCOM data, as the authority has not yet updated Fastweb's status as an infrastructure operator following its merger with Vodafone), the percentage of incoming lines is 26.2%, while the outgoing lines percentage is 23.5%.
