Fiscal Process Automation: Svolgo Raises €400,000 in a Pre-Seed Round
The startup Svolgo has closed a pre-seed round of over €400,000 to develop an artificial intelligence platform aimed at automating fiscal and documentary processes. The operation involved operators and professionals from the fiscal, legal, financial, and technological sectors.
The Italian startup aims to address activities that require analysis of large amounts of documents, data cross-referencing, and the preparation of acts subject to professional verification. Among the first areas covered are collection, installment plans, reconciliation of tax debts for balance purposes, and certain procedures related to corporate crisis.
An Operational Layer for Fiscal Documents and Practices
The platform transforms documents, data, and manual activities into guided, traceable, and reviewable workflows. AI is used to extract and organize information, reconstruct debtor positions, and prepare documents and applications.
Validation remains the responsibility of the professional, who maintains control over the results and final accountability. According to data provided by the company, using the platform can reduce the time needed to prepare each act by up to 90%. However, this statistic is not accompanied by information on the sample, measurement methodology, or differences between various types of practices.
The solution has so far been trialed in a beta version on over 700 fiscal and administrative procedures. Svolgo also claims to have built a community of over 1,000 accountants, tax lawyers, and other professionals, used to gather feedback and validate workflows.
The Capital Will Be Used to Expand Workflows
The funds raised will be used to enhance the platform, develop new fiscal workflows, and strengthen business activities aimed at professional firms, tax operators, advisors, and entities managing tax and documentary procedures.
The potential market is also linked to the volume of collection activities. The 2026-2028 agreement between the Revenue Agency-Collection and the Ministry of Economy and Finance foresees between 24 and 31 million notifications in 2026, including bills, notices, and payment demands, with a collection target of no less than €14.3 billion.
After the pre-seed round, the company plans to initiate a seed round to increase the platform's capacity, expand the number of automated procedures, and support commercial distribution in the Italian market.
"The pre-seed round confirms that the market is looking for vertical, concrete, and truly usable tools capable of bringing artificial intelligence into the daily processes of professionals," comments Carlo Carmine, founder of Svolgo. "Our goal is to build an operational layer that allows a transition from manual, fragmented, and repetitive tasks to automated, controllable, and professional-ready workflows, without ever replacing the role of the professional in the final validation."
