The countdown has begun. Starting October 1, 2026, a structural ban on the circulation of diesel Euro 5 vehicles will be enforced in much of Northern Italy. The ban affects Lombardy, Piedmont, Veneto, and Emilia-Romagna, the four regions that together host over a third of the national population, and impacts diesel vehicles registered mostly between 2011 and August 2015.

The impacted vehicles are numerous. In Italy, there are over 3.5 million diesel Euro 5 vehicles, in addition to earlier classes (from Euro 0 to Euro 4) already subject to significant restrictions, for a total that exceeds 10 million vehicles at risk of being halted on weekdays. Gasoline cars of the same environmental class, however, are exempt from this provision.

The measure was introduced in response to the European Union's calls regarding air quality in the Po Valley. Initially set for 2025, it was delayed by twelve months through Law No. 105 of July 18, 2025, which also raised the population threshold for municipalities where the ban would be applied as a priority from 30,000 to 100,000 inhabitants.

Diesel Euro 5 Ban: A Patchy Situation Across Regions

Regions maintain significant autonomy and can replace the ban with compensatory measures capable of ensuring an equivalent reduction in emissions. For this reason, the map of bans is not uniform.

In Lombardy, the restrictions affect areas such as Milan, Brescia, Bergamo, and Monza, from Monday to Friday between 7:30 AM and 7:30 PM, with the possibility of participating in MoVe-In, the system that replaces the time-based ban with an annual mileage cap monitored by a black box. Veneto has confirmed the same date for municipalities over 100,000 inhabitants, delegating implementation to municipal ordinances.

Emilia-Romagna foresees the stop in the most populated municipalities (Bologna, Parma, Modena, Reggio Emilia, Ravenna, Rimini, Forlì, Piacenza), in the Bologna agglomeration, and in voluntarily participating centers during the most critical months for smog. Finally, Piedmont is working on alternative measures to avoid a complete stop. It is therefore not accurate to assume that all Euro 5 vehicles will be halted from the first day in all four regions entirely.

Used Cars Under Pressure

This issue weighs heavily on the used car market. Between January 1 and May 3, 2026, Carfax examined over 100,000 license plates checked by buyers: more than 14,000 belonged to diesel Euro 5 vehicles, roughly one out of seven. These are cars with an average age of 12 years and 146,000 km, and in more than half of the cases, they have documented accidents or damage in their history.

Among the most frequently occurring models are Fiat Panda, Fiat 500, Alfa Romeo Giulietta, Volkswagen Golf, and BMW's X series SUVs. For those looking for a deal, the environmental class on the registration document becomes the first piece of information to check, ahead of the price. In terms of values, the tightening is expected to depress the prices of Euro 5 used cars in favor of Euro 6, which has been mandatory since September 2015 and is already trending upwards. This effect risks being felt even in the South, where no bans are expected, but the market remains tied to Northern demand.
