Google Promises to Return More Water Than Its Data Centers Consume. Will It Convince Opposing Citizens?
Google has published five formal commitments regarding the water management of its data centers, aiming to replenish 120% of the water consumed by 2030. The details are described in the company's official blog, which outlines a plan involving 165 projects across 97 watersheds globally.
These announcements come amid a growing public discontent. A Gallup survey cited in the announcement indicates that over 70% of Americans oppose the construction of a data center in their area; 50% cite the impact on environmental resources as a reason, and 18% specifically point to excessive water usage.
Five Commitments and 19 Billion Gallons per Year
The five commitments include: replenishing water beyond consumption by 2030, modernizing municipal water infrastructures, adopting air cooling in high-risk watersheds, publishing water use for each facility, and using recycled wastewater as an alternative. Google was already the first major cloud company to publicly disclose the annual water usage for each of its data center locations and is committed to continuing in this direction.
The 165 projects are expected to replenish 19 billion gallons of water per year by 2030, which is more than double the consumption in 2024. In 2025 alone, the company has already replenished over 7 billion gallons, equivalent to the annual consumption of 70,000 U.S. families.
The total investment exceeds $500 million in public water, sewer, and reuse infrastructure. This includes an additional $17 million announced for new projects in seven states: Georgia (wetlands on the Flint River), Iowa (converting 5,000 acres to perennial grass), Michigan (green infrastructure for stormwater management), Minnesota (one-mile corridor along the Zumbro River), Missouri (98 acres of wetlands on the Blue River), Nebraska (leak detection in the water network), and Texas.
Water Cooling and Resource Debate
Water-based cooling reduces the energy consumption of data centers by about 10% compared to air cooling, but requires local availability of the resource. Google states it evaluates each watershed with a data-driven approach before building new facilities: if local resources are at risk, the choice falls on air cooling or recycled wastewater.
A medium-sized data center consumes about 300,000 gallons of water per day, equivalent to the needs of 1,000 U.S. families. However, Google notes that the overall consumption of data centers in the U.S. is less than 1% of the water that Americans use to irrigate lawns each year.
Ben Townsend, Google's Head of Infrastructure Strategy and Sustainability, explained to The Verge the purpose of this plan as a benchmark model for the entire industry: "We are just one of many players in the sector. We believe it is really important to provide a model that communities can use: if someone else comes and says 'we would like to build a data center here', the community can respond with five criteria that prioritize people and the watershed."
Townsend also clarified that Google accounts for the indirect water footprint of its renewable energy supply chain, aiming to eliminate it through investments in renewable sources that do not require water.
