Fiber is Becoming More Widespread and Iliad Continues to Grow in Mobile: What the New AGCOM Observatory Report Says
AGCOM has published the new Communications Observatory, with updated market data as of the end of December 2025. As always, it is the right time to take a look at the main trends in the telecommunications market.
Fixed Telephony
Regarding fixed telephony, fiber optics continues to grow, now reaching a 34.1% share of accesses, getting closer to FTTC, which is down to 40.5%. The overtaking is getting closer. Compared to last year, the spread of FTTH fiber has significantly increased: the market share of this technology has risen by 5.5 points.
Analyzing the market shares of operators, there is a clear decline for TIM (-1.6 points) and Fastweb + Vodafone (-0.9 points), compensated by the growth of Sky, Iliad, and small operators (whose market share increases by 1.4 points). Curiously, when focusing the analysis on FTTH fiber, a significant drop is observed for Fastweb + Vodafone (-2.4) while TIM is growing (+0.8).
Mobile Telephony
For mobile telephony, the unstoppable growth of Iliad continues, which, after launching a controversial promotional campaign with Megan Gale, ends 2025 with an excellent +0.7 market share, which becomes +1.1 when considering only Human SIMs (+1.3 when considering only residential SIMs). In this category, the operator enjoys a market share of 15.9%.
The constant decline of historical operators continues. Virtual operators, on the other hand, are unable to keep pace with Iliad, which is growing much more than the others.
