Fines up to 400 euros Even If You Have Paid: A Trap of License Plates for Scooters Around the Corner?

The deadline of May 16, set for the implementation of the license plate requirement for electric scooters in Italy, is shaping an operational critical scenario for thousands of users. According to reports from Consumerismo No Profit, the system for processing applications at the Civil Motorization offices is showing evident structural limits in handling requests.

The technical-administrative process involves an initial phase of data entry and payment of fees through the MIT online portal. However, the final step - the physical collection of the license plate - requires an appointment at local offices. It is precisely in this "analog" phase that the bureaucratic bottleneck is recorded.

In several metropolitan areas, availability for collection has already exceeded the May 16 deadline, with the "Milan case" standing out particularly: the first available dates for obtaining the license plate in the Lombard capital are reported to be set for July.

The highlighted paradox lies in the fact that, despite having completed payment and the online procedure, the user who does not physically possess the license plate is not authorized to circulate. Failure to comply within the deadlines could lead to administrative penalties that can reach up to 400 euros.

Luigi Gabriele, president of Consumerismo, emphasized the impossibility for citizens to comply with legal timelines due to inefficiencies not attributable to the end user. The association has thus submitted a formal request to the Ministry of Infrastructure and Transport (MIT) for an immediate extension.

Without legislative intervention, a large number of owners of electric micromobility vehicles would find themselves legally unable to use their vehicle, despite having fulfilled the economic obligations set forth by the decree.
